Let everyone that shows up race (even if over 43 cars) and stipulate three rules- cars must meet all safety regulations (roll cage, roof flaps, HANS, etc), must have restrictor plate, and must match the basic body template ("the claw"). Then let 'em free-for-all on everything else.

Bonus- confiscate all the cars after the race, study and adapt all the innovations/cheats and find ways to make the COT race better.
