About what I guessed would happen except for the fine on Brad. He did the same at Daytona and everyone thought it was cool. Is this a new rule or something? Were drivers told no more phones in the car?

rule is you are not allowed to have any eletronic devices in car (recording devices or etc. traction control devices )because might be cheating the engine control computer

Yup apparently somebody from McLaren pointed out to NASCAR after Daytona that you can use the new fancy "smart phones" to mess with ECU settings as well as most of the modern Traction Control systems so NASCAR banned it effective the following race weekend.
