Ok, so here is my dumb question: Can the same team that works the Cup race (crew chief, tire changers, spotters, etc.) work the Nationwide race as well? Or are the restrictions?

I don't think there are any restrictions. A lot of cup guys use their cup pit crew when they run N'wide races
